Saipan, CNMI Commonwealth of Northern Mariana Islands
As part of an initiative for a common information system amongst criminal justice agencies, the Commonwealth of Northern Mariana Islands (CNMI) Judiciary selected JustWare | Court, JustWare | Probation & Parole, and JustWare | Prosecutor to create a comprehensive solution for the community.
AGENCY IMPACT
The CNMI Judiciary chose JustWare | Court as their new case management solution in March 2007. A New Dawn Project Management team was immediately assigned for the CNMI installation project and began working.
“New Dawn was given the Notice to Proceed, and JustWare | Court went live less than nine months later,” recalled Judge Ramona V. Manglona. “Despite the distance and the time difference, New Dawn’s team of professionals worked closely with the Judiciary’s staff to promptly install the software, convert and migrate the court’s old data, and provide support and onsite training.”

Aside from the case management features, the CNMI Judiciary takes advantage of the electronic document management technology in JustWare. “[JustWare’s] filing cabinet feature maintains images of documents, which makes it so convenient to review the accuracy of the data entered into the database,” said Judge Manglona. E-filed documents are imported into the file cabinet in a variety of formats such as .doc, .pdf, .mp3, .wmp, and more.
CNMI Judiciary also benefits from JustWare’s powerful calendar management capabilities. Each case shown in JustWare’s calendar is hyperlinked directly to the case record, giving quick access to events, documents, and reports related to that case. CNMI Judiciary now tracks cases not only by the court case number, but also by various law enforcement tracking numbers and citation numbers, making the transfer of information from law enforcement to the court much easier.
COMMUNITY IMPACT
“We expect that the CNMI’s criminal justice information system will be interconnected, and Justware will be used to share data with other law enforcement agencies,” Judge Manglona projected. Work has already commenced to accomplish this plan. CNMI purchased the JustWare API, one of New Dawn’s integration tools to facilitate the data exchange. CNMI Department of Youth Services, Office of Parole, and Office of Attorney General are also JustWare users and will participate in the integration. Judge Manglona continues: “Because all of the court’s divisions will be able to utilize JustWare for their respective needs, it will streamline a lot of the duplicate data entry separately maintained.”
By integrating data across these agencies, justice professionals will be able to better facilitate the needs of each case and case-involved party. Information from one agency will auto-generate cases or notifications as needed in the other agencies, creating a faster response time and expedited case processing. This will benefit not only community members by getting criminals off the street, but also the professionals in their commitment to better their communities.
