The Navajo Nation Tribal Government can now provide an integrated criminal justice information system (CJIS) to the people it serves through the JustWare | Solution Suite. JustWare enables fast transfer of general information and statistics while protecting agency-specific data.
Agency Impact
Funded by a series of Navajo Nation, federal, and state grants, the Navajo Nation Judicial Branch began the search to select a modern case management solution to compliment the law enforcement records management system it acquired in 2005.
JustWare is flexible to the needs of our tribal court. It enables changes and modifications to be made by in-house administrators on-site rather than requiring expensive support from off-site external experts. This system will permit expansion to other governmental agencies in the future.

In the JustWare | Solution Suite, the Judicial Branch found a solution that not only had the capability to integrate courts, prosecutors, peacemaking, probation, and public defenders, but also had the flexibility to meet the branch’s needs. “JustWare is flexible to the needs of our tribal court,” said Josephine Foo, Project Manager for the Navajo Nation. “It enables changes and modifications to be made by in-house administrators on-site rather than requiring expensive support from off-site external experts. This system will permit expansion to other governmental agencies in the future.”
Community Impact
In the long run, the CJIS environment made possible by JustWare will have a tremendous effect on the Navajo Nation community. The JustWare CJIS will enable Navajo Nation entities to share general information while still protecting the integrity and security of agency-defined data. Tracking cases automatically throughout the entire system will save hours of work. For example, staff running a criminal history will be able to do so in less than fifteen minutes, as opposed to the full hour it currently takes.
“This effort will propel us to help our nation by providing better services to our people, and recording statistics to receive better funding,” said Orlando Bowman, Information Management Supervisor for the Navajo Nation Law Enforcement.
Navajo Nation and New Dawn will deploy JustWare starting in the Shiprock Judicial and Police District, headquartered in Shiprock, New Mexico. After a successful test phase, the system will be rolled out district-by-district to the rest of the Navajo Nation.
