Quinault Indian Nation Tribal Court used a paper-only filing system. Through the federal TCAP grant, Quinault was able to secure the funds to implement a modern case management solution.

Quinault Indian Nation tracked cases using a paper-only system that “in many ways functioned on the level of the 1950s,” recalled Judge Lee Schlender, Acting Chief Judge of the Quinault Tribal Court. In order to improve the situation, Judge Schlender knew Quinault needed to start from scratch by providing training across the board to court personnel and installing a modern case management solution.

In order to secure the funding for the project, Quinault Indian Nation turned to the Tribal Courts Assistance Program (TCAP), a federally funded initiative through the Bureau of Justice Assistance focused on improving tribal courts nationwide. Quinault selected New Dawn’s JustWare | Court product to replace the paper-only system because of how closely it fit the court’s feature needs, cost parameters, and future goals.
Once Quinault selected JustWare, a project management team was assigned to the project. Following New Dawn’s implementation philosophy, the project management team worked closely with court personnel, preparing and training them for the go-live date. “The training staff was very friendly and helpful,” said Corinna Mundell, Tribal Court Administrator. “The training was tailored to our learning pace. When they left, we felt like we had developed a friendship with them.”
Community Impact
With JustWare in place, Quinault can focus on serving their tribal community more efficiently. JustWare’s flexibility allows it to be used for all the different case types that the tribal court handles, making for a more friendly and efficient public interaction.
Automated document generation will not only make the court faster and more efficient, but will also help decrease Quinault’s dependency on paper products.
